What does this message mean?

Everytime I try to do anything in wordpress, I keep getting this message. Am I doing something wrong?

Error establishing a database connection

This either means that the username and password information in your wp-config.php file is incorrect or we can't contact the database server at localhost. This could mean your host's database server is down.
•Are you sure you have the correct username and password?
•Are you sure that you have typed the correct hostname?
•Are you sure that the database server is running?

If you're unsure what these terms mean you should probably contact your host. If you still need help you can always visit the WordPress Support Forums.

Hello JohnHHarris, Thank you for contacting us about database connection problems. We are happy to help you troubleshoot your WordPress website, but will need some additional information. What specific steps are you taking to get the error? (This will help us test and replicate the error) Did this just start happening? What was the last thing you worked on before this started happening? For example, did you install a new theme/plugin, change site URL, etc. If you have any further questions, feel free to post them below. Thank you, John-Paul B
