URGENT! Outlook 2013 account is not sending nor receiving

I have set up the outlook 2013 account as suggested on the support page but my incoming mails are still being bounced and I cannot send mail either. I cannot determine what is wrong. My email address is lfalconer@*****.org. My external email is **********@gmail.com. My phone number is ***-***-****(office) and ***-***-****(cell).
