How do I set up a user front end in Joomla 3.2.1?

The web site does not have a front end set up. I would like to set it up so that the owner may update/change the articles.

Unfortunately, your question is a bit unclear. Could you clarify your question? To edit any content on the site, users may log into the administration panel to manage any content.
