Upload Images to My Wordpress Media Library

I'm getting an error when I try to upload images to my Wordpress media library. The error says, "Unable to create directory uploads/2013/03. Is its parent directory writable by the server? Go to your Network Settings to enable zip and txt extensions in Upload file types field." What's the issue here? Is this a setting in cPanel?
Hello mscott, Thank you for your question. I recommend checking your file permissions for the /uploads directory, folders should be 7-5-5, and files should be 6-4-4. Also be sure to check the the folders above the /uploads folder, as it can inherit permissions from parent folders.
