I'm getting my web hacked many times. The hackers do a modification of .httaccess making a rewriterule. I changed .httaccess permissions but they get to change it anyway... how to protect oneself against it?

If they are getting into your account, then the permissions to the htaccess will not matter. They are likely gaining access to either your FTP or cPanel account from a compromised password from your connecting machines. This is the case in the vast majority of hacked accounts.
