files in drupal site /sites/default/files/ don't display

Attempting to displpay uploaded files via drupal Content I get
Error 403 - Forbidden
You don't have permission to access the requested resource. Please contact the web site owner for further assistance.

cpanel log shows Sat Jan 07 14:37:54.331895 2017] [core:crit] [pid 915804:tid 140330483132160] (13)Permission denied: .... /home/ccsing6/public_html/rhydev/sites/default/.htaccess pcfg_openfile: unable to check htaccess file, ensure it is readable and that '/home/ccsing6/public_html/rhydev/sites/default/' is executable, referer:

Same error for same theme installed in html_public. /sites/default/files/ has .htaccess file, sites/default/ does not. I checked the default drupal that cpanel had installed - same thing: /default/files has .htaccess and /sites/default does not.

File permissions seem correct

Why won't files displpay. Does it really want a .htaccess file in /sites/default ?

Sorry to hear you are having issues with your Drupal site. You will want to have your .htaccess set to 644 in the root folder. The subfolders do not need to have an additional .htaccess file. If you cannot set the .htaccess file permissions from within your cPanel, then Live Support can make that change for you.
