I can receive but cannot send email in Thunderbird

I have set up my email accounts in Thunderbird using the following information:
Secure SSL/TLS Settings (Recommended)
Username: Email address
Password: Use the email account’s password.
Incoming Server: secure174.servconfig.com
POP3 Port: 995
Outgoing Server: secure174.servconfig.com
SMTP Port: 465
Authentication is required for IMAP, POP3, and SMTP.

I have read the article on problems sending email but the situation addressed -- blocking of port 25 -- is not applicable to my problem. The Send Message Error says:
Sending of the message failed.
The message could not be sent because the connection to Outgoing server (SMTP) secure###.servconfig.com timed out. Try again.

This message pops up as soon as I hit the "Send" button.

Hello detroitdeziner, Thank you for contacting us. As a test try rotating your outgoing email settings with the non-secure option. This will also change the port and test for blocks. For example, if it starts working, the network you are on may be blocking port 465. If your problems persist, I recommend reviewing the mail logs for errors or records of your connection.
