WP-Admin Dashboard 404 error when visiting in Browser

When I try to login into my WordPress dashboard I see this error.
Oops! That page can’t be found.
It looks like nothing was found at this location. Try the search below.
404
One of the solution is go to Settings -> Permalinks -> Save, but I can not even go to that page.

Good morning, Thanks for your question about your wp-admin dashboard displaying a 404 not found error. What is your domain name? We want to look at it and determine if there's files missing. Also, if its a permalink issue you can update it directly in your database.
  1. Log into the database via phpMyAdmin. Note: You must select your database for your WordPress site in the left-hand column before proceeding to the next step.
  2. Click on the wp_options table.
  3. Locate the permalink_structure entry under the option_name column in the database table.
  4. Click the Edit button.
  5. Under the option_value field, add the permalink structure that you would like to use.
  6. Click Go.
