Fatal Error when trying to login to my admin console on WordPress

I tried pointing my website to an under_construction.html page. When I tried logging into my admin portal, I got this:
Fatal error: Cannot redeclare url_shorten() (previously declared in /home/ideasm8/public_html/wp-includes/formatting.php:4796) in /home/ideasm8/public_html/wp-admin/includes/misc.php on line 267

What does it mean and what can I do?
