It pertains to the overall functions for the Apache server, so modifying it requires that you have knowledge of it. There is no tool for modifying it other than to open it in an editor of your choice (e.g. vim, nano). We unfortunately cannot provide assistance in this as you are modifying one of the core files on the server with root. If want assistance, you can request it through a verified support ticket explaining what you're trying to do.
