Exception Log not working

I have an error with adding things to cart within my development environment.
Upon trying to investigate the exception logs (the log settings are enabled within the magento admin) there is no file been created in root/var/log.

Can you please advise how to get the log files working?

We unfortunately don't have any incidents of this issue happening, but I did go out and check several popular support forums to see if anyone had encountered the same issue. Checkout this post.
