The public_ftp folder is only used for Anonymous Logins via FTP and is placed there by default. For security reasons, InMotion Hosting servers logins by FTP that are anonymus are blocked. Even though the folder is placed there by default it serves no purpose. You can delete the folder if you wish since it will not be used.
