Interpreting traceroutes can vary based on your location, the site you're tracing to, the route you're taking, and your internet provider (who can affect the routing). For example, the URL your provided actually has MULTIPLE addresses, not just the one indicated in your trace. Additionally, this is a heavily trafficked destination (it's Neftlix), so there is a good chance that there will be some type of latency depending on your connection. Your times indicate some latency early in the trace, so there is some possibility that your network or the ISP you're going through can be the cause of the slower times. However, it should be noted that your traceroute times can average different times based on your location (and your ISP). High latency times would be much higher than what you're indicating. So, judging these times can be subjective.
