How do I setup and allow cgi scripts for shared hosting

I have cgi scripts in my cgi-bin folder. I have also added .htaccess to allow includes and execcgi. However, I am unable to execute my cgi scripts. What is the required setup to allow cgi? And how to invoke cgi - via ssi directives ?

It is possible that there is a file permission issue or a problem with the script itself.
