I can't access my cPanel.

That link is correct, however, if the port 2083 and 2082 is blocked at your location (typically at a school, business office, or government building) then you will need to use one of the proxy urls. Try the following.

cpanel.victoryalabang.org

or

cpanel.secure93.inmotionhosting.com

These should load for you on port 80 (which is the standard web port).
