We unfortunately don't typically provide code as it's beyond the scope of support and it can often vary. However, we can point you to some documentation that can provide you the command syntax. You would need to do this with a root user. This is the best cPanel article that I've found describing the command: https://forums.cpanel.net/threads/how-to-create-account-via-ssh.469021/. There's also a link in that thread that gives more detail on the values and an example of the command.
