Can't get a secure connection

I am reconfiguring a tikiwiki site of name www.i2gov.org that was hacked and taken down I assume by inmotion for safety reasons.
In the reset up process I select the login to be for the secure site. When set up is complete and logging in the https automatically is struck through and highlighted in red. Then test is displayed stating your connection is not private. Attackers may be trying to steal you information from your www.i2gov.org
No progress is possible past this point with the displayed link only back to a secure connection. I have tried this process now several times always with the same result.
Then further information is:---- This server could not prove that it is www.i2gov.org ; its security certificate is from inmotionhosting.com. This may be caused by a misconfiguration or an attacker intercepting your connection.
I cannot see it is either as this is a brand new site and has not been active. It was likely taken down as it is associated with another active site.

Hello,

Sorry to hear you are having issues with your site displaying with https. It appears that the SSL is not configured correctly according to online SSL checkers. You may want to contact Live Support so they can check your specific account and the SSL to ensure it is correct.

Kindest Regards,
