Missing a Temporary folder

I don't think I'm going to be able to fix this, it seems like it's host related. It won't listen to my PHP directives to change the temporary folder. The folder is at the root of the server which isn't accessible. I would just recommend he use a different host, even if it's not us. 1&1, Dreamhost and many others wouldn't have this problem."
Hi, JHG! While you won't be able to change the temporary folder to something above the level of access your account has, you can still change the temporary folder to something your account has access to. Just use cPanel's file manager to create the folder and fill out the file path accordingly. If you want to make changes at root level, you might consider a VPS.
What specific situation/error led to the issue though? There may be an easier solution.
