Cannot Upload Plugin - Keep getting an error

I had a problem with some plugins to my site so I deactivated and deleted them. Now I get an error whenever I I try to upload a plugin. I can install plugins through directly wordpress pluggins in but I cannot upload and install a wordpress plugin.
We have tried resetting all the server permissions and tried to fix any problems in the htaccess file but I still have the same problem.

That is definitely what I would have suggested. However, in most cases I've seen, there are deeper, nested permissions that have not been adjusted or might be owned by a different user.
