Cannot send email. Settings varified dozens of times.

Eight weeks ago, my outgoing email stopped sending. Receiving is fine. The Geeks, or Microsoft, or TWC can fix it for a few days, but it will not stay fixed. WIndows 10, Outlook 2016, 7 month old ASUS computer.
After removing Kaspersky last night, email suddenly worked. I installed Norton and email worked at 8:00 AM this morning, then suddenly stopped sending.
I went into the email settings and changed nothing, but in the process sent two test emails that went to TWC's webmail and then to my in box. So the test email worked. Then I sent myself an email and it never got to TWC's web mail site. I can send myself an email from Webmail but not from outlook.
I am desperate! Any ideas?
TWC says it is a Microsoft problem and Microsoft says it is a TWC problem.

Hello Don, Thank you for your question regarding issues sending mail. If your email began working after removing kaspersky, it leads me to believe it was possibly the problem. As a test try disabling Norton temporarily, then testing your mail transmission. If your problems persist, I recommend trying the solutions on our "Problems Sending Mail - Receiving is Fine" guide.
