Loading wordPress Homepage to an ID

Hello,
I would like to load my static wordPress homepage to an ID within the homepage when people visit my domain. How can I do this?

I don't have a domain now, but I am in the midst of transferring it over currently.
Here are the temp URLs. You can click on the first one to see my homepage and the second one to see what I would like to happen:

and here is what I would like to happen every time everyone types my domain.com into the address bar, click to go to my homepage from a link or click on my logo:

*Note*
I tried editing the wp_config file in my install of wordPress to point to the ID, but it neither loaded with the ID or allowed me to visit any other links on my website.

Hello frastlin, I went to the url, http://biz152.inmotionhosting.com/~brand122/brandonkeithbiggs/#headshot and it went to the correct ID tag, you just need to make sure in your permalink settings you have a / at the end. For your links just make it equivalent to a href="#headshot" Please let us know if you have any other questions. Best Regards, TJ Edens
