owncloud install via Softaculous gives a warning in the admin panel:

Setup Warning Your web server is not yet properly setup to allow files synchronization because the WebDAV interface seems to be broken. Please double check the installation guides.
Module 'fileinfo' missing The PHP module 'fileinfo' is missing. We strongly recommend to enable this module to get best results with mime-type detection.

Hello John, Sorry to hear about the problems you're having with the installation of Owncloud. Unfortunately, in order to look into the matter I would need to know what account you are using. If you are using a Business level account, then you will not be able to use the Owncloud installation as WebDAV is not available on those servers. If you are on a VPS or dedicated server, then you can activate WebDAV and you would be able to complete the installation of Owncloud. Apologies again for this issue.
