I have set a descriptive "under construction" pdf file as the first page to come up at my domain address while under construction. Meanwhile, my WordPress program is set up in the /... root of my site. Can I move the WordPress files to another location such as /draft until ready to publish in more final form and then move my pages back so they will open in the first, root position?

Hello pajuliet,

Thank you for your question. Yes, you can move your Wordpress to a different folder, here is a link to their official guide on how to move wordpress into its own directory, the section I recommend is "Moving a Root install to its own directory".
