If you do not have the access to run a command line request such as the flush-hosts request, you would need to submit the request through a verified email to firstname.lastname@example.org. Requests are verified by including either the last 4 digits of the credit card on the account or the Account Management Panel (AMP) password in the email.
If you are having problems with SQL connections, you might want to review this article: Excessive MYSQL Activity. You can also have the max_user_connections raised as well by requesting it through the same email to support.
