I cannot access SSH with Putty, and find ADD IP in WHM.

Hi.
I cannot find any link to add ip address to the firewall on WHM.
Do I need to upgrade to WHM?
Whenever I tried to access SSH with Putty, there is "Network Error: Connection timed out".
I cannot find anything about IP in WHM.
