Create document repository with update and read-only user access

I need create a directory , create 1 or 2 users who can save (i.e. upload, replace) documents (e.g.: *.docx, *.pdf) to that directory via a web interface and create several users who can see the filenames via a web interface and read, i.e. download, the documents.

Is there an "app" for this? Does it have to be done in the Unix shell?
