unable to upgrade from drupal 6.3 to 7.26

Hello,
I am trying to upgrade my web site: www.noccioladesign.com
from drupal 6.3 to 7.26. At first I got the following error:

Error message
PDOException: SQLSTATE[42S02]: Base table or view not found: 1146 Table 'jessic21_drpl2.blocked_ips' doesn't exist: SELECT 1 FROM {blocked_ips} WHERE ip = :ip; Array ( [:ip] => 199.107.16.132 ) in drupal_is_denied() (line 1916 of /home/jessic21/public_html/noccioladesign.com/includes/bootstrap.inc).
The website encountered an unexpected error. Please try again later.

I restored the back up and tried again. But now I do not even have permission to view the site and receive this message:
Error 403 - Forbidden

You don't have permission to access the requested resource. Please contact the web site owner for further assistance.

I called Tech. Support before I reverted to the back-up because they had to change some read-write settings. Perhaps this is the reason why I can no longer view the restored site using Drupal 6.30.

In any case, I am hoping to upgrade successfully to 7.26 using softaculous. Any help would be greatly appreciated.

Thank you for your question. After a backup restore, the support technician should check for the permissions issue as it is normal for that to occur after a backup. That has nothing to do with anything that you did. I do apologize for that problem.

As for upgrading 6.3 to 7.26, it sounds as if there was a misstep in the process. You will want to follow the instructions in the UPGRADE.txt file located in your home directory for noccioladesign.com Be sure to follow the steps for Major Version Upgrade. I can see in your file structure you have a mix of older and newer files. This is likely what is causing the issue.

As a test, I performed an upgrade using those instructions on a test server with Drupal 6.3 and it upgraded without issue. The error you got appears to be due to a database not updating yet.
