What is the browser URL to access the importbuddy.php script that is located in the public_html folder?

I have yet to move the domain A record to this new site. Therefore, I am using the static IP address assigned to run the "importbuddy.php" script against the backupbuddy zip archive that contains my old site from a different host that I wish to move here.

I was told to place the backupbuddy objects in the "public_html" folder.

I get a 404 error. What is the correct URL? I have tried everything. If I use just the IP address, I get an Inmotion logo. Therefore, I am getting to something.

This is just too simple! I am apparently screwed up somewhere! Just where is the root folder of this site? Any index.html should run without anything tacked to the IP address. Or, any PHP with with a fully qualitifed filename should execute from the root folder.

HELP!
