My client wants to change to a different designer
I have designed a website for a client. I am a reseller. I installed his site as a addon site.
what do I have to do to hand over the reins to the new designer?

Hi, Dale. The best way to move forward is going to depend on what kind of website this is, and how much control you want to hand over to the client.
If you are completely handing the site over to the client and their new designer, and will no longer be hosting the site, the best thing to do is to transfer it to their new hosting. First, make sure the site is on its own cPanel with no other sites or customer data; you said that you have the site as an add-on, so I'm not sure if you mean as an add-on domain or as an additional cPanel account. I'm only specifying to make sure that you don't accidentally transfer other sites or private data of other clients.
Create a cPanel backup and your client can migrate their website to their new host.
If they are still going to pay you for hosting, and you just want to provide the designer access, then make sure that the site is on its own cPanel as I mentioned above. Just make sure that the site is on a reseller package that provides the appropriate amount of privileges and will not affect the performance of your other sites. Hope that helps!
