I wanted to disable port 25 from the exim.conf file and after a while the change is changed again
Is there a policy that does not allow me to modify it?

Hello and thanks for contacting us. There is no "policy" to prevent this as I know. However, depending on how you make the changes, it may be overwritten by cPanel settings. I recommend you contact Managed Hosting for additional support as there may be better, more secure options for what you're trying to achieve.
