email receiving problem in Outlook 2016

I just setup a second email account on my domain. When I added it to Outlook 2016, I set up all of the settings manually exactly the same another account on the same domain (except of course the account name and password). Although Outlook says it established all of the required connections, I'm not receiving any emails into Outlook. I can send them from the account. The Outlook test emails show up in the web mail browser and I also set up the account on my phone and they show up there. I even deleted the account and added it back in. still nothing in the In Box.
