Can't get access to WP library of themes and plugins.

I've installed WP to one of my subdomains (familyholidays.biz). It seems to be preventing access to any of the WP Library of themes and plugins. Nothing shows up in these menus within WP to change from the 3 featured themes. Does WP need to be installed first in my primary domain to get access to these libraries, or is there something else up?

Thank you for your question. Are you getting any error message when trying to access the themes or plugins library? Is this from a default installation or a migrated one?
