How Do I Correct Drupal Clean URLs Redirect Issue?

Having Trouble with Drupal Clean Urls. With RewriteBase on or off. The urls either go to an IP Address Page or a 404 Respectively. This is using a temp url and the problem persists with or without the hosts file on the local windows install modified. This is also with a transferred drupal modified, brand new downloaded 7.37 drupal updated installed on a new directory, and from support with a brand new local installation the problem persists. Hello, Thank you for contacting us about issues using Drupal clean URLS on a Temp URL. I do not recommend testing Drupal with the Temporary URL, since it tends to have issues. We are happy to help you troubleshoot, but will need some additional information. When you tested with the host file mod are you installing on the actual domain, such as example.com? Then performing the host file modification to example.com? (This is what I recommend) Also, are you clearing your browser cache before testing, or using a different browser?
