It is possible to restrict read privileges by setting the permissions of a folder to 0333. I tested it in an account real fast and it works with my FTP client also (I get the expected result).
That said, however...due to how the FTP account ownerships work out, you end up having to hide the files from yourself as well. There are, however some clever workarounds to resolve the issue.
Honestly, I would recommend a custom-configured FTP server for this use-case or a web-based form to upload files (unsure of your use-case).
