yandex cant verify my website

why am i getting this message in Yandex Webmaster

Rights haven't been verified

We couldn't load the page because response code isn't 200. May be server's settings are incorrect.

is there a way to solve this issue

please help -- i tried using the verification code in Yoast and also tried in using html through "Insert Headers" Plugin still i get this message and i cant verify

help needed
