How to upgrade existing PostgreSql version to the latest version

I've successfully migrated a Moodle 3.3 installation from MySQL to PostgreSQL but Moodle tells me "version 9.3 is required and you are running 8.4.20" when I run and Environment check.
I'm on a VPS1000 server and have root access.

Can I and how do I upgrade my PostgreSQL server to the latest version?
