Limiting attemps to login before receiving 401

Can I limit the number of times someone tries to log in to a password protected page before directing them to my 401 page? I searched for a tutorial but didn't find one. Also, when my 401 does finally get displayed, it isn't displaying my css layout and I checked my .htaccess and it seems to be set correctly. 404 works fine.

Thank you for contacting us about limiting login attempts to a password protected page. You would not be able to limit login attempts with an .htaccess rule without additional coding/developing. For example, it would have to log IP address, and attempts elsewhere.

If you are using a CMS (such as WordPress, Joomla, Drupal, etc.) I recommend using a plugin, or addon module to avoid conflicts.

I see the website URL (you provided privately) but could not locate a password protected page to test. Can you please provide specific steps for me to take to replicate the css issue?
