Cannot send mail in Outlook 2011 for Mac, and SpamHaus message

Need help. using Outlook 2011 for Mac.

I keep getting message when trying to send email:

"https://www.spamhaus.org/query/ip/70.119.109.111"

Cannot send mail. The SMTP server does not recognize any of the authentication methods supported by Outlook. Try changing the SMTP authentication options in Account settings or contact your network administrator.



I'm setup as IMAP and SSL. I can receive emails with no problems



here's my Outlook 2011 Mac account setup :

Outgoing server :smtpout.secureserver.net port 465
override default port checked
SSL checked

Hello, Thank you for contacting us about issues sending mail with Outlook 2011 for MAC. You can verify your Email Settings (including SMTP settings) in cPanel at any time. I looked up the WHOIS of the IP address you provided, and it is owned by: Time Warner Cable Internet LLC Since this is most likely your ISP, you will have to contact them so they can request delisting of the IP address, or rotate the address to a clean one.
