PgPhpadmin export only sends blank files. I saw somewhere this may be do to my remote windows client...Is it something else? Do I need different software or to learn additional console skills ? :

Hello lagomosker,

Thank you for contacting us about exporting a database. Here is a link to our guide on Exporting a PostgreSQL database with phpPgAdmin. This will let you export the database directly from cPanel. 

If you are connecting remotely, ensure you have setup a remote connection by adding your IP address to the Firewall.

I should have been clearer--apologies--Actually, that was the process I tried repeatedly before questioning you. Various web searches have suggested this is not a unique issue. The exports are completely blank.

Unless the database is actually empty this is not typical behavior. I recommend contacting Live Support so they can test within your specific account and correct any issues.
