can't install package in vps

whenever I Installed package via rpm (rpm -Uvh packagename.rpm) command i am getting this error:
"rpm: error while loading shared libraries: librpm-4.3.so: cannot open shared object file: No such file or directory"

And then I Tried to install with yum command i am getting this error :

"There was a problem importing one of the Python modules
required to run yum. The error leading to this problem was:

No module named yum

Please install a package which provides this module, or
verify that the module is installed correctly.

It's possible that the above module doesn't match the
current version of Python, which is:
2.4.3 (#1, Feb 17 2016, 08:15:33)
[GCC 4.4.7 20120313 (Red Hat 4.4.7-16)]

Hello, Thank you for your question regarding your VPS. Unfortunately this can be caused by a few things and it would be best for a system administrator to investigate your server to make sure it is handled correctly. You may need to be migrated to a newer VPS with more updated software (such as python 2.7) for yum to be able to install newer software.
