My wordpress site is blank

My firm website that was created using wordpress is blank. I have looked around the web for solutions. I have disable the plugins and themes folder by renaming it. Still not working. I don't know much about web development. the site was built by a designer that we are not in touch with anymore. I will be glad if someone can help me out. I saw on inmotionhosting to edit the PHP.ini file to post errors but I can't find any php.ini in my public_html folder. I connected via the file manager in Cpanel and FTP.
