Wordpress Page Navigation Menu Issue

Hello,
I'm facing some issue in Appearance - Menus. I'm trying to add more Menus in "Menu Structure" but it seems like I'm not able to do it because of the hosting issue. Can you please take a look over it? I have read about this issue on the web and as per the this instruction it`s a page adding limits, to solve this issue go for PHP.ini file and add the given code for solve issue - i have done this but still i am facing same problem.

Hello, Thank you for contacting us about WordPress page navigation menu issues. Often, when you change your PHP setting in the php.ini file, you must also make it recursive. This causes the rule to affect the subfolders/child folders. You can also verify the setting has changed with a phpinfo page.
