I can't find your hosting information based on your support center login, so I wasn't really able to determine the exact issue. However, in order for you to change your Apache configuration, you would need to have root access. Review the root access FAQ, then either call/chat/email our live technical support team to obtain the email to request Root access (if you don't already have it).
You can then use Easy Apache by logging into the Web Host Manager for your VPS in order make changes - check our article on using Easy Apache to upgrade your installation.
