how can I stop emails where recipient is blank ?

I have succesfully set up account level filtering but can't seem to filter out emails which have no recipient address. I notice some junk emails have To: undisclosed-recipients and have created a filter for that but with the junk mail below there doesn't seem to be a "To:" . To be honest I don't understand why spam assassin doesn't pick it up . If there is no recipient in the header I would have thought it is an obvious junk mail

Thank you for contacting us about setting up account level filtering for blank recipient. It seems in this situation you are the recipient. You may be receiving spam from a form. We'll be happy to troubleshoot further if you can provide some more data about the filter you want to set up.
