Errors in settings.php causing malfunction in header on site

Following some issues working with migrating some backed up files into a Drupal site (with which I am not familiar) I am having some issues with the header sending up some errors as well as some spacing issues in the body of the front page. The site url is http://www.fairelectionsnetwork.com and the error is below.

Sorry for the problem with the Drupal site. The error "Cannot modify header information - headers already sent by.." is documented very well by the Drupal support forum here. They give 3 possible causes to the issue and discuss possible solutions. Please refer to this article for further assistance.
