Billing information error when registering domain

When I tried to sign up for a new domain, it said "you do not have current billing information" and this is all. No more explanation. I suggest you add something that says, "if you cannot sign up for a new domain name, see messages/information under Account and Billing that may need to be addressed first" or something to this effect. This is NOT discussed in the tutorial. Thank you.
