1. <a href="http://www.inmotionhosting.com/support/website/databases/create-db-user">Create a user for the database and add the user with full Permissions</a>.
2. Try adding a % for testing in the <a href="http://www.inmotionhosting.com/support/website/databases/setting-up-a-remote-mysql-connection-in-cpanel">Remote MySQL</a> to open all connections
