What do I do when the IP for my server is blacklisted?

The IP address for my website's server has been blacklisted due to issues with another user's website. Since I cannot fix their problem, I cannot effectively remove the IP from What can I do?

Blacklisting is not an uncommon occurrence, particularly with shared hosting servers. Below is an article on why and how this happens:
Why do mail servers get blacklisted?

If you believe that your site IP is blacklisted, you can request that it be unlisted if it is from one of the main blacklist services such as Spamhaus.
Request a delisting from a blacklist

Yes, I can unlist. However, they said if the problem wasn't resolved (by the other website owner), it would go back on blacklist. If it happens multiple times, it will be permanently blacklisted. I have no way of knowing they fixed the problem. I'm trying to mitigate risk to my business of losing emails to spam.
