When a shared server like this is experiencing intermittent issues, we typically try to avoid moving customers to another server for a few reasons. Mainly because of DNS changes taking up to 48 hours to fully propagate, it can lead to mismatched data between the current server, and a new server that we move you to.
Also while the server is experiencing degraded performance, the process of moving accounts to other servers can lead to further performance degradation. Another unfortunate problem is if our system administrators spend all their time moving customer accounts rather than trying to address the problems on the current server, it can delay the overall recovery process for the entire server.
