Hello Lztvshows,

As a non-root user of your server, you will not be able to access that setting. The security was in put in place to stop your website from getting slammed by hackers trying to brute force access to your website. At least, this is the topic that I think you are requesting information on. If you need the actual rules, plesae go to Lock down WordPress Admin login with .htaccess.
